Forget CSS3, images, semantics, better methods and that it doesn’t make any sense. I did this just for fun. Larger versions are here for illustration purposes only. Use if you want, but I can’t really figure any real world use for this. Nevetheless, this is the 16×16px Google favicon re-created with 256 list items and no images:
